Limits to membership?

One of the key aspects of Quaker life that is likely to be struggled over when the next revision of Quaker faith & practice begins is what to do about membership. Should there be such a thing? What is it for? Is there anyone we would want to keep out of membership? On what sort of grounds could that be justified?  We lived in Sheffield when the last revision was made. Sheffield Meeting divided itself into house-groups to send suggestions to, and read drafts provided by, the Revision Committee. The house-group I was in contained two attenders who thought the revised document should leave out all reference to God, so as to make itself more comfortable for them, as they were atheists. The rest of the group took the view that if they wanted to play cricket, they shouldn’t join a football club.
